Electric Vehicle Tax Credits, Rebates, and EV Charger Incentives: A Complete Guide

It's not uncommon to experience sticker shock when shopping for an electric vehicle even though the price difference between EVs and traditional internal combustion engine vehicles continues to shrink.
To encourage the purchase of EVs -- which made up a record 6% of new car purchases in the U.S. last year -- the federal government and 41 states offer incentives (such as tax credits and rebates) that can significantly reduce the cost of buying an EV and purchasing an EV charger.
To help consumers navigate the EV tax credits and rebates available to them, Motley Fool Money has compiled a list of all state and federal EV and EV charger incentives. This list covers non-commercial incentives and does not include terms-of-use rate incentives, emissions inspection exemptions, or other perks for owning an EV like HOV exemptions.
Federal tax credits for electric cars in 2023
The federal government offers tax credits for new and pre-owned EVs. These credits apply to EVs purchased in every state and can be claimed in addition to other state incentives.
These credits are nonrefundable, meaning they can reduce your tax bill but cannot be added towards a tax refund.
The Inflation Reduction Act extended the EV tax credit through 2032.
To claim the federal EV tax credit, tax filers can fill out a Form 8936.
Electric Vehicle (EV), Pre-Owned Electric Vehicle, and Fuel Cell Electric Vehicle (FCEV) Tax Credit
The Clean Vehicle tax credit provides a federal tax credit of up to $7,500 for the purchase of a new EV.
The manufacturers suggested retail price of the EV cannot exceed $80,000 for vans, SUVs, and pickup trucks, and $55,000 for other vehicles.
Individuals with an income exceeding the following are not eligible:
- $300,000 for married couples filing jointly
- $225,000 for heads of households
- $150,000 for all other filers
For pre-owned EVs, the Clean Vehicle tax credit provides a tax credit of up to $4,000.
To qualify, pre-owned EVs must be of a model year at least two years prior to the purchase and the purchase price must not exceed $25,000.
Individuals with an income exceeding the following are not eligible for the pre-owned EV federal tax credit:
- $150,000 for joint filers
- $112,500 for head-of-household filers
- $75,000 for single filers

How do EV and EV charger incentives work?
Most electric vehicle and EV charger incentives come in the form of tax credits or rebates.
Rebates
Rebates are a sum of money returned to a customer after a transaction. Many utility companies and state governments offer EV rebates and EV charger rebates.
Tax credits
Tax credits, like the federal EV tax credit, reduce the amount of tax owed. Tax credits are claimed when filing taxes.

EV owners are required to pay a $100 road improvement fee when registering their vehicle or renewing their registration for zero emission vehicles model year 2020 or later. The fee will increase annually at a rate equal to the increase in California's Consumer Price Index for the previous year.

The California Air Resources Board provides grants to income-qualifying individuals of up to $5,000 for the purchase of a new or pre-owned EV.
Plug-In Hybrid and Zero Emission Light-Duty Vehicle Rebates
Light-duty electric vehicles -- passenger cars -- qualify for a range of rebates in California. Fuel cell light-duty electric vehicles qualify for a rebate up to $4,500. Light-duty EVs qualify for a rebate up to $2,000. Zero emission motorcycles qualify for a rebate up to $750.
Households with an income of 400% or less of the federal poverty level qualify for an additional $2,500 towards light-duty EV rebates.
Voluntary Vehicle Retirement Incentives -- San Joaquin Valley and South Coast
The San Joaquin Valley Air Pollution Control District and the South Coast Air Quality Management District offer a rebate of up to $4,500 to replace a vehicle less than eight years old with a fuel economy greater than 35 miles per gallon -- which includes EVs.
Income level determines the rebate amount. Those with an income of less than 225% of the federal poverty level qualify for a $4,500 vehicle retirement rebate. Those with an income greater than 300% of the federal poverty line are eligible for a $3,500 rebate. Those with an income greater than 400% of the federal poverty line qualify for a $2,500 rebate.
Alternative Fuel and Advanced Vehicle Rebate -- San Joaquin Valley
The San Joaquin Valley Air Pollution Control District offers a rebate of up to $3,000 for EVs.
Electric Vehicle (EV) Rebate -- Pasadena Water and Power (PWP)
PWP customers qualify for a $250 rebate towards new or pre-owned EVs. Customers who purchase or lease an EV from a Pasadena dealership qualify for an additional $250 rebate. Customers enrolled in PWP's income-qualifying programs can qualify for an additional $1,000 rebate.
Electric Vehicle (EV) Rebate -- Antelope Valley
Residents of Antelope Valley who purchase an EV from a dealership within Antelope Valley qualify for a rebate of up to $500.
Clean Vehicle Rebate -- El Dorado County
Rebates of up to $599 are available to El Dorado county residents who purchase or lease a new EV. Vehicles must be owned or leased for at least three years within the county.
All-Electric Vehicle (EV) Rebate -- MCE
MCE customers who meet certain income requirements are eligible for a $3,500 rebate for the purchase or lease of an EV.
Used Electric Vehicle (EV) Rebate Program -- LADWP
The Los Angeles Department of Water and Power (LADWP) provides a rebate of up to $1,500 to customers that purchase an eligible pre-owned EV. LADWP customers that are enrolled in the Lifeline or EZ-SAVE program may receive an additional $1,000 rebate.
Electric Vehicle (EV) and Fuel Cell Electric Vehicle (FCEV) Grant -- Bay Area
Income-eligible residents can receive a grant of up to $9,500 for replacing a vehicle model year 2005 or older with a new or used EV via either purchase or lease.
Pre-Owned Electric Vehicle (EV) Rebate Burbank -- Water and Power (BWP)
BWP customers are eligible for a $1,000 rebate towards the purchase of a pre-owned EV.
Electric Vehicle (EV) Rebate -- TID
Customers can receive a $500 rebate for the purchase or lease of a new or pre-owned EV. Customers participating in the TID CARES Program can receive an additional rebate of $700.
Pre-Owned Electric Vehicle (EV) Rebate -- Alameda Municipal Power (AMP)
Customers who purchase a pre-owned EV with a purchase price below $22,000 are eligible for a $2,000 rebate. Income-eligible customers may receive an additional $1,000 pre-owned EV rebate.

CCCE offers rebates of up to $4,000 for purchases of new EVs depending on income and up to $3,000 for used EVs based on income.

Customers of Black Hills Energy can receive a $500 rebate for the purchase and installation of a Level 2 EV charger. Low-income residents may receive a rebate of up to $1,300.

Xcel Energy customers qualify for a rebate of up to $500 for the purchase and installation of a Level 2 EV charger. For income-qualified residents, the Connecticut Hydrogen and Electric Automobile Purchase Rebate Program (CHEAPR) provides a rebate of $4,250 for new battery electric vehicles and $9,500 for new fuel cell electric EVs. For used battery EVs, a $3,000 rebate is available. A $7,500 rebate is offered for used fuel cell EVs.

Groton Utilities customers are eligible for a $2,000 rebate for the purchase of a new EV and a $1,000 rebate for the lease of a new EV.

- The federal EV tax credit should be top of mind for Americans considering buying an EV. It applies to a variety of EVs and is available regardless of the state in which the vehicle is purchased.
